The Mayor and City Council invites citizens to speak on any City
business item. In accordance with the Open Meetings Act, comments of public
interest will be heard, but no action may be taken by the City Council other
than to refer the item to a future agenda. Please complete and submit to the
City Secretary a “Request to Speak” sheet prior to the meeting.
1) Citizen’s Comments.
Public Hearings
The Public Hearing agenda is provided for the purpose of allowing
citizens to ask specific questions regarding only the subject posted for the
Public Hearing. Generally the Public Hearing is required by State Law and a
record of those attending the Public Hearing is maintained as part of the
official record of the proceedings.
2) Public Hearing/Discuss and Consider an
application filed by Grover L. Herrera and Marsha Herrera requesting the City
annex of the property hereinafter described as Lot 6, Block A of Claremont
Springs Addition an addition to the City of Lucas, Collin County, Texas,

Items placed on the Consent Agenda are considered routine in
nature and are considered non-controversial. The Consent Agenda can be acted
upon in one motion. A majority vote of the Council is required to remove any
item for discussion and separate action. Council members may vote on any single
item without comment and may submit written comments as part of the official
record.
5) Consent Agenda:
a) Approve the minutes from the April 3rd Regular, April 8th Special, April
17th Workshop, and April 25th Special Meetings. [Wingo]
b) Discuss and Consider
the approval of an ordinance of the City of
amending Chapter 8, “Offenses and Nuisances” by
adding a new Article
8.05 titled “Noise”; by amending Chapter
2 “Animal Control” by amending
Sec. 2.01.004(2) to amend the regulations
for disturbing the peace;
providing a repealing clause; providing a savings
clause; providing a
severability clause; providing for a penalty; and
providing an effective
date.

6) Discussions and questions from
citizens regarding the proposed Home Rule
Charter.
7) Discuss and Consider
the approval of the site plan for Grace Evangelical Free
Church.
8) Discuss and Consider
authorizing the termination of the contract with First Call
Network, Inc.
9) Discuss and Consider the approval and
authorize Staff to solicit bids on the
Pavement Maintenance
for
10) Discuss the petition for annexation
into the Seis Lagos Utility District (SLUD)
submitted by RCC Brockdale

that a Regular Meeting of the City Council of the City of
Supplemental Agenda
Executive Session
The City Council may convene in Executive Session in accordance
with the Texas Government Code. All decisions regarding the discussion of the
Executive Session must be made in Open Session.
1) City Council pursuant to §551.071(2)
of the Texas Government Code may
convene into Executive Session to seek legal
advice from the City Attorney
regarding the legal issues raised related to the
city’s ability to annex property
located within the City’s extra territorial
jurisdiction.
