Notice is hereby given that a Workshop Meeting of the City Council of the City of Lucas will be held on Thursday, May 15, 2008, at 7:00 PM at the Lucas City Annex, 185 Country Club Road, Lucas, Texas, at which time the following Agenda will be discussed.

Citizen Input

The Mayor and City Council invites citizens to speak on any City business item. In accordance with the Open Meetings Act, comments of public interest will be heard, but no action may be taken by the City Council other than to refer the item to a future agenda. Please complete and submit to the City Secretary a “Request to Speak” sheet prior to the meeting.

Regular Agenda

3)     Consider approval of Ordinance No.2008-05-00612, canvassing the returns and declaring the results of the special elections held May 10, 2008 for the adoption of the proposed Home Rule Charter.  

4)     Designation of the employee of the month for April Shane Sorrells.

5)     Discuss and consider the letter received from Hanover Property Company regarding Home Rule Charter Election and the ETJ property.

6)     Discuss and Consider the appointment of all board members for the Planning & Zoning Commission, Board of Adjustments, Parks & Open Space Board, and the Advisory Planning Committee.

7)     Swearing in of the following City Council Members:

8)     Discuss and consider the appointment of the Mayor Pro Tem.

9)     Discuss and Consider the approval of Sections 1 through Sections 6 of the    Personnel Policy and Procedure Handbook as recommended by the Personnel Committee Task Force and setting a date for the task force to meet with staff to complete the final review of Sections 7 through Sections 9.

10) Discuss and Consider the approval of the preliminary plat for Grace Evangelical Free Church Lot 1R, Block A, being a re-plat of Grace Evangelical Free Church Addition as recorded in Volume K, Page 25, PRCCT out of the James M. Snider Survey, Abstract No. 824 in the City of Lucas, Collin County, Texas (2005 Estates Parkway) as approved by the Planning & Zoning Commission at their regular meeting which was held on May 8, 2008.

11) Discuss and Consider the award of a contract between the East Texas Medical Center d/b/a East Texas Medical Center Emergency Medical Services and the South East Collin County EMS Coalition.

12) Discuss and consider the approval of an Inter-Jurisdictional Mutual Aid Agreement for Fire Protection Services in Portions of Collin County.

13) Discuss and Consider seeking bids for a new roof for the City Hall and the City Hall Annex.

14)  Opening of Bids for the Performance Meter Automated Meter Read System           - The City Council may discuss and consider the award of a bid for the purchase of this system.

15) Discuss and consider the authorization of the City Manager to engage the services of contract labor for inspections during the interim period and until a Director of Community Development is hired by the City of Lucas.  

16) Discuss and consider the report as presented by the Texas Department of Transportation regarding the conditions of bridges within the City of Lucas.

17)  Discuss and Consider authorization of the Mayor to execute the necessary documents to authorize the Reynolds Asphalt and Construction Company to proceed with the additional work as outlined by the City Engineer in accordance the provisions of our contract authorizing up to 25% contingency in the Change Order.

 

Executive Session

The City Council may convene in Executive Session in accordance with the Texas Government Code. All decisions regarding the discussion of the Executive Session must be made in Open Session.

18) The City Council pursuant to Section 551.074 of the Texas Government Code may convene into Executive Session to evaluate the City Administrator.

 

Regular Agenda

19) Take any action as necessary from the Executive Session.

20) Adjournment.

As authorized by Section 551.071 (2) of the Texas Government Code, the City Council may convene into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney regarding any item on the agenda at any time during the meeting.
